While the Dual Momentum model still recommends holding 100% of the portfolio in TLT, the BHS model finds no Buy opportunities on the long side.  Only SH is recommended.  If you are unwilling to short the market, then go to Cash.  Yes, 100% in Cash.

If SH were included in the DM portfolio, that would be the recommendation instead of TLT.
