Health is currently 73.33% bullish or overbought.  If you are holding shares of VHT in a Sector BPI portfolio, place a 3% TSLO under the ETF. 

If the broker permits fractional percentages, use 2.7% as the TSLO percentage.

All sectors are currently bullish.
